This is when the individual declares their position via a return to the tax authorities.

The individual then has a certain amount of time to pay the assessed tax, with penalties and interest arising if they do not pay it, or do not pay it on time. Reliefs are available to the self employed that are not ordinarily available to the employed, so it is often better to employ an accountant to ensure those reliefs are being claimed.

Most employees are taxed solely via PAYE (Pay as you earn), which means the necessary taxes are taken from their gross salary before they are paid. There are cases, whereby they may need to complete a tax return, however.
